Board Meeting

Board Meeting minutes of September 21, 2015

Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI

Present:  Chairman Monn, Supervisors Steve Nielsen and Melissa Schutz, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor and townsperson Laurie Schlottman.

Motion to approve August minutes as mailed was made by R. Monn, 2nd by M. Schutz.  Approved.

Treasurer’s Report:              Balance as of August 1, 2015                     $32,132.32

                                                August Receipts                                            $65,210.59

                                                Less August Disbursements                        $10,153.46

                                                Book Balance as of August 31,2015          $87,189.45

Motion to approve Treasurer’s Report as mailed was made by R. Monn, 2nd by S. Nielsen.  Approved

Motion to approve Vouchers and Checks was made by R. Monn, 2nd by M. Schutz.  Approved.

Maintenance Report:  County was out to clean culvert on 790th.  This will be billed to Total Excavating.

Mower was ordered to rent sometime in October.  We will be sharing this with the Town of Springfield which will save us $1,250.00.

Blacktop is being done on 810th Ave.  Should be finished up in the morning.

Dispute between residents over cattle.  Rich will contact the residents, but may be a legal matter for  them to handle on their own.

Chairman Report:  Received a letter from an attorney regarding a resident’s property.  The Town will send a letter to the attorney with an explanation of the Town’s side with a copy of the original letter that was sent to the resident dated July, 2015.

Received a letter from Dunn Co. regarding the new state law stating they will not be picking up road kill anymore.  Kevin will use his best judgment on whether they need to be removed or not.

Supervisor Reports:  Follow up on the website – Val and Melissa looked at the current website.  We are currently paying $300.00 annually. Contract ends in June 2016.  Melissa will look at the site in more detail and get back to the board.  We would like to see more detail on the website and make it more “user-friendly”.

Discussion on snow plowing for residents.  As long as there is a private sector available to plow, by state statute the town is not allowed to plow residential driveways.

Residents of the township can advertise their business for free on our website.

Clerk-Treasurer Report:  Will start working on the preliminary budget to get out to board members at October meeting.  Budget Hearing will be in November.

Annual Fall Banquet and Dunn Co. Unit WTA annual meeting will be held on October 20th.

Committee Reports:  Plan Commission was set to meet on Sept. 16th which didn’t happen.  They will set a new date.

Fire/Ambulance:  An engineer will design a fire building so that bids can be let out and townships will have numbers to go with.

2016 Budgets were approved for both fire and ambulance.

New Business:  Mark Vinall, Advanced Disposal, here to discuss our current contract and rates.  Advanced Disposal is re-evaluating their rates and currently they are not gaining anything.  Our current contract is up in June, 2016.  Mark will research this and email Val rates for the upcoming contract.

Public Comment:  Resident came in with a certified survey map.  Surveyor said we need to sign, because we are under county zoning it should be someone in the county to sign.

Motion to adjourn meeting was made by R. Monn,2nd by S. Nielsen.  Approved.
