Board Meeting minutes of May 21, 2012
Present: Chairman Monn, Supervisors Bob Anderson and Tim Mittlestadt Jr., Clerk-Treasurer Valerie Windsor, Maintenance Kevin Finder and townspeople Kevin Ullom, Theresa Golen, Jack Clark, Tera Wells, Jim and Pat Smith

Treasurer’s Report: Balance on hand, May 1, 2012 10,976.73

Maintenance Report: Village of Knapp would like Kevin to do some grading on some of their roads; consensus of the board was to go ahead. Scott Construction has started paving 790thAve. We will have to get in contact with those who do crack filling and get the bids for the June meeting. Chip sealing will be advertised as a bid to be opened in June as well. Replaced culvert and did ditch work on 280thStreet.
Chairman Report: Have had quite a few burning permits
Supervisor Reports: Bob went to Towns Assoc./ Dunn County meeting unit on April 23rd . Bob went over the discussions they had at this meeting. Financials within the state, legislative issues, road issues. Steve Rasmussen gave an update on the Dunn Co. moratorium for sand mining. They are not accepting any more reclamation applications at this time. Mitigation funding available for some roads that continue to wash because of the Aug. 2010 flooding. Discussed several roads within Dunn County that will be worked on this year and next. County Rd O will “hopefully” be finishing the overlay sections yet this year. Seal Coating prices are going up. Bob suggested we hire Dunn County to do our bridge inspection this year as they are relatively cheap as there is quite a bit of paperwork to go along with it. Bob sent our attorney an email with several questions: ATV’s would be allowed, however we need to have an ordinance stating which roads they would be allowed on.
Tim stated that the Plan Commission meetings are going well, they will be discussing going to every other week as sometimes the farmers have trouble getting to the meetings every week right now.
Plan Commission will be going through the Comprehensive Land Use plan, get all information together in regards to any changes they may want to make and bring it to the board when they are ready.
Clerk-Treasurer Report: None
New Business: Melissa Gilenbach, Wisconsin Emergency Management, is here to discuss our recent fire calls. Melissa affirmed that within the State Statute it states that the town board has the right to create an ordinance to do burning permits however they wish. The Township does have an ordinance on file concerning the burning permit issuance. Currently the resident calls a board member who then calls the non-emergency number to give information of the burning, and also requires the resident to call the non-emergency number as well when they are ready to burn. Rich suggested changing the ordinance to allow the resident to call the non-emergency number directly to eliminate the “middle man”. Stating in the ordinance that a permit is always issued to burn however, except when there is a burning ban in which they would find out when they call the non-emergency number. Melissa stated that in reading our ordinance that the recent fire call issue with a resident is not covered because they did not follow the procedure written within our ordinance.
Recent fire call issues: Suggestion was made that the ditch fire will be turned into insurance because it was started by an unknown source, it remained in the ditch and did not go onto any resident’s property. We will check into the State Statutes and discuss further in June.
Resident without a permit – if Melissa is willing to put an addendum that they did make a mistake and there was no permit issued, we will discuss further in June.
Motion was made to adopt the ordinance to put the Clerk-Treasurer appointment on the November ballot by R. Monn, 2ndby B. Anderson. Approved.
Six Month Review of Recycle Attendant – Between Bob and Rich they have “covered” for the attendant a couple times each because of car trouble, personal reasons, ect. We have received a few complaints about a few residents coming at 11:45 and no one is around. We have discussed this with Joan and she promised she would make sure she stayed until noon. Kevin mentioned that Darrel Werner would be willing to take this position if we made it every other week again. The board will meet with Joan at the town shop on a Saturday within the next month to discuss personnel issues. We will then meet with her again in 6 months. Val will post this meeting.
Discuss and possibly act on fireworks ordinance within the township – Bob would like to pass an ordinance within our township so that it would be legal to light off fireworks. Bob suggested we find the sample ordinance for fireworks and look into this with an attorney. Tim suggested we have it go hand in hand with the burning permit issue. Rich will call the towns’ association attorney and also the police dept to get their feedback.
Public Comment: Question was asked about what exactly the moratorium is. She was wondering about the expansion of the Downing Quarry. Our moratorium allows us to develop ordinances about the hours, trucking, blasting, ect. Much discussion about the zoning issues.
