Board meeting minutes

Board Meeting minutes of September 16, 2013

Present:  Chairman Monn, Supervisors Bob Anderson and Steve Nielsen, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor and townspeople Jim Michalski, Kevin Ullom, Pat Smith, Josh Edlund

Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI

Motion to approve August minutes as mailed was made by B. Anderson, 2nd by R. Monn.  Approved.

Treasurer’s Report:             Balance on hand August 1, 2013                          $33,233.48

 Motion to approve Treasurer’s Report was made by R. Monn, 2nd by S. Nielsen.  Approved.

Motion to approve Vouchers and Checks was made by R. Monn, 2nd by S. Nielsen.  Approved.

Maintenance Report:  Finished seal coating.  Several Trees were down on the road at Caspers Farm, he instructed Kevin to clean it up and bill it to them.  Kevin had a flat tire on tractor, got it fixed.

Kevin checked on mower rental; got various prices from several places.  As far as sharing with other townships, Lucas and Sherman doesn’t want to.  For Dunn County to go along and do this for us it would be $150/hr.  Suggestion was to go with Eau Claire and rent it for 2 weeks.  Kevin is authorized to set it up.

Chairman Report:  Rich called Sherriff Smith and spoke with him about our Animal Ordinance.  Val mailed him a draft of our ordinance and the Sherriff submitted it the District Attorney, he will get back to us.

Supervisors Reports:  Bob drafted a letter to a resident about a driveway

Clerk-Treasurer Report: Annual Fall Banquet - Dunn County Towns Association dinner/meeting on Tuesday, October 22nd at 7pm.

 We need to put budget planning on next month’s agenda in preparation for the Budget Hearing in November.

In order to comply with the State Statute for the new health care act Val has provided everyone that gets a W2 with the proper Health Insurance Marketplace forms.

 

Committee Reports: Fire/Amb. Report:  None

Plan Commission:  New Zoning maps are in the office of the town shop.  Bob Colson will hopefully be at the next PC meeting.

New Business:  Proposal for Assessor:

Owen Assessing – bid includes 3 maintenance years and 1 revaluation in 2017 for a total price of $32,700. Cost would be budgeted to be paid over 4 years

Prochnow Assessing - $4,000 per year plus $10,000 revaluation cost, for a total of $22,000.

Motion was made to approve the bid of Prochnow Assessing for a total of $22,000 by R. Monn, 2nd by B. Anderson.  Approved.

Proposal for Auditor:  One bid submitted by Wipfli for a total of $3,300 per year.  Motion was made by B. Anderson, 2nd by R. Monn to go with Wipfli.  Approved.

Animal Control Ordinance – Adam Zukowski, Dunn Co. Deputy is here to discuss our ordinance.  Adam spoke with Sheriff Smith, they have submitted our draft ordinance to the District Attorney.  The county will always comply with the State Statutes and the county ordinances, even with an ordinance of our own they can still chose not to cite the offender.  After corporate council looks at the ordinance they will get with us.  The deputy here advised someone who has trouble with dogs at large can use a live trap on their own property.  Deputy also suggested video taping the barking dogs.

Plan Commission member appointment – Josh Edlund has shown interest in being on the Plan Commission board.  Motion was made to appoint Josh to the PC by R. Monn, 2nd by S. Nielsen.  Approved.  Rich read and Josh took the oath.

Business Regulation Ordinance – intent of this ordinance is to inform the board of new businesses coming into the area.  Board members will look over the ordinance and will be on next months agenda.

Public Comment:  Jim Michalski spoke with someone with the Downing pit, he says they will not be hauling frac sand until Spring.

Motion to adjourn by R. Monn, 2nd by B. Anderson.  Approved.

Plan Commission minutes

Town of Stanton Plan Commission Minutes: September 24, 2013

 

Chairman Bob Anderson called the meeting to order at 7:00pm.  Members present: Cheryl Hoffmann, Joel Wittenmeyer, Pat Smith, Josh Edhlund.  Bob Colson, Dunn County Planner, was also at the meeting

Minutes of the August 27, 2013 meeting were approved.  Edhlund/Wittenmeyer.

Bob Anderson reported that the Town Board had received copies of the proposed Regulation of Business Ordinance.  The Board was in favor of the PC reviewing the town’s current Comprehensive Land Use Plan.

Bob Colson worked on the original Comp Plan and Land Use map for the township.  Land use needs to be founded in the Comp Plan.  Without a plan, a decision regarding land use has no foundation and can be challenged.  The Comp Plan tells who we are and what we want to be.  It protects land use.  It was noted that at least two important issues are not addressed in the current plan: frac sand and wind turbines.

Bob Colson provided a copy of the Statutes (§66.1001) related to Comprehensive Planning.   He briefly explained the procedures for recommending and adopting changes/amendments to the Comp Plan.

Bob Anderson suggested the PC review the first five or six pages and the Goals and Objectives (p. 35ff) of the town’s Comp Plan for the next meeting.

The zoning map delineates land use and the regulations related to that particular use.  The rules don’t change without town approval.  Bob Colson noted that A2 and A3 on the current map no longer exist in the proposed county zoning ordinance.  He said the town will likely be General Ag .  He pointed out the necessity to review both the current zoning ordinance regarding A2 and A3 as well as the General Ag and Residential Districts of the proposed ordinance.

Bob Anderson suggested the PC review those sections of the current and proposed ordinances.  They are available on the Dunn County website.

Bob Colson explained how and when the township could get out of county zoning.  Once the new Comprehensive Zoning Ordinance is adopted, the township has one year to decide whether or not to stay with county zoning.  The township must say yes to zoning.  If the township does not reply, it is out of county zoning.  At that point the township would be unzoned.  The township can also get out of county zoning when the county does a rewrite of the Zoning Ordinance.  Bob pointed that there are revisions to the zoning ordinance on an ongoing basis; there is a rewrite every 10± years.  Should the Town of Stanton opt out of county zoning and not wish to be unzoned, the town could pursue Township Zoning according to Wis. Statutes  (§§60.61-60.66).
