Board Meeting Minutes

Board meeting minutes of June 17, 2013

Present:  Chairman Monn, Supervisors Bob Anderson and Steve Nielsen, Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor, and townspeople Kevin Ullom, Pat Smith, Jack Clark, Joel Wittenmeyer

Also:  Kathy Arnold (Menomonie Disposal), John Mason (Fahrner Asphalt), Jeff Brenden (Scott Construction), Darrell Hoekster (Waste Management), and Michael Kloss (Advanced Disposal)


Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI


Motion to approve May minutes as mailed was made by R. Monn, 2nd by B. Anderson.  Approved.


Treasurer’s Report:                     Balance on hand as of May 1, 2013                25,146.95

Motion to approve Treasurer’s Report as mailed was made by R. Monn, 2nd by B. Anderson.  Approved.


Motion to approve Vouchers and Checks was made by R. Monn, 2nd by S. Nielsen.  Approved.


Consensus of board was to do New Business to allow bidders to leave if desired:


Open and possibly act on trash/recycle bid:

 Advanced Disposal – 2 times per year rolloff  (2) 30yd. containers  $890.00 and $45.00/ton, waste –(3) 8yd. containers every other week $189.30, recycle – (4) 8yd. containers every other week $136.69.  Total of $325.99 (does not include fuel and environmental fees).  Total annual cost:  $5,526.88. Contract is negotiable, bid is written as a 1 year contract.

Waste Management – 2 times per year rolloff (2) 30yd. containers at flat rate of $360.00 per box plus WI Waste Generator Tax (19.8%), recycle – (4) 8yd. containers every other week $195.00/month, waste- (2) 8yd. containers every other week $255.00/month plus the 19.8% generator tax. Total annual cost:    $7,731.00

Menomonie Disposal – annual clean up days, recycle and trash, total annual cost: $18,780.00


Motion to award bid to Advanced Disposal on a 3 year contract for an annual fee of $5,526.88 by R. Monn, 2nd by B. Anderson.  Approved.


Open and Possibly act on road work bid:

Scott Construction – seal coating -$107,832.00. For rubber crack sealant - $13,397.00 (unofficially) 

Lakes Asphalt –Crack filling - $11,117.00

Fahrner Asphalt – Crack filling -$12,765.00, seal coating 340 degree oil - $133,479.00, 170 degree oil -$110,788.00


Motion was made to award bid to Lakes Asphalt for crack filling in the amount of $11,117.00 by S. Nielsen, 2nd by B. Anderson

Motion was made to award bid to Scott Construction for seal coating in the amount of $107,832.00 by B. Anderson, 2nd by R. Monn.  Approved.


Maintenance Report:  Kevin checked on prices for cold mix blacktop, he can no longer get it from Dunn County.   He will get it delivered to avoid the scales.

Recycling dumpster had many TV’s and humidifiers in it.  Kevin had to get them out and Menomonie took them for free.

Jason Brittain called with zoning questions on his new small business run out of his home.  Rich referred him to Dunn County.


Chairman Report:  Fireworks ordinance – no board action is required according to WI Town’s Association attorney.  The town can issue permits for Class B fireworks, which we can download from the Association website.  We will table this issue until next month.

Rich will draft letters to a couple town residents about debris in the right of way.


Supervisors Report:  Bob’s recovery is going well, he appreciates everyone’s patience.

Bob stopped at the Dunn County Zoning Administrators Office and Cleo said they hope to have the new zoning ordinance available to the townships for review within a few weeks.  Bob also spoke with Amanda Hanson on the DKS pit issue, they are waiting on permits as of now.


Clerk-Treasurer Report:  Received a resignation from Plan Commission member, Cindy Griffin, effective immediately.


Committee Report:  Plan Commission:  Bob talked to several people about being on the Plan Commission.  Three individuals are interested; Joel Wittenmeyer, Marv Lansing and Bob Fitzwilliam.


 Fire/Ambulance report:  Have had 2 meetings, one being a special meeting for a 5 yr. plan in the Fire Dept.  One concern is vehicles, one of them is a 10 speed and many cannot drive it.  An ambulance meeting will take place next month.


Plan Commission report:  Jack Clark (acting chair) spoke with our attorney on the regulation of business ordinance.  Concerns from Pat Smith on this ordinance, she has a few suggestions on what to change.  She feels it lacks quite a few things on business restrictions.  Bob said between the document from the attorney and Pat’s suggestions the Plan Commission should be able to come to an agreement for this ordinance.

Next Plan Commission meeting will be Tuesday, June 23 at 7pm

Plan Commission Minutes

Town of Stanton Plan Commission Minutes: June 25, 2013


Acting Chairperson Jack Clark called the meeting to order at 7:00 pm at the Stanton Town Shop in Knapp.  Members present: Cheryl Hoffman, Pat Smith.  Members not present: Bob Anderson.  Also present: Rich Monn, Jim Michalski.  Minutes of the May 28 meeting were approved.

The Regulation of Business Ordinance was discussed.  The possibility of having a separate application form for home-based businesses and commercial/industrial businesses has been suggested.  Smith will bring samples to the next meeting.  It was also suggested that the the Town Board do a background check for an out-of-state applicant.

The Town of Stanton’s Comprehensive Plan will have to be updated at some point.  There are issues related to the comprehensive plan, the township’s existing ordinances, and the new Dunn County Zoning Ordinance that will be addressed when the draft of the new zoning ordinance is available.

Public comment:  Rich Monn suggested that Section IV Regulation of Business be revised so that action on an application be taken at a meeting agreed to by both parties rather than at a regularly scheduled meeting.
