Board Meeting Minutes

Board Meeting minutes of March 18, 2013

Present:  Chairman Monn, Supervisors Bob Anderson and Tim Mittlestadt Jr., Maintenance Kevin Finder, Clerk-Treasurer Val Windsor and townspeople Jack Clark and Meg and Joel Wittenmeyer

Chairman Monn called the meeting to order at 7pm at the Stanton Town Shop, Knapp, WI.

February minutes, page 2, new business, Animal Control Ordinance, Val had a typo, Bob suggested we need to hire an officer licensed by the state, not someone directly from the state.

Motion to approve minutes as mailed was made by B. Anderson, 2nd by R. Monn, Approved.

Motion to approve Treasurer’s Report as mailed was made by B. Anderson, 2nd by R. Monn.  Approved.

Motion to approve Vouchers and Checks was made by R. Monn, 2nd by T. Mittlestadt Jr.  Approved.

Maintenance Report:  None (Kevin is out plowing)

Chairman Report:  Boyceville fire is having a special meeting tonight to discuss buying a used ambulance.  The “new” used one has a box on it that can be used in any ambulance but it also has 50,000 more miles on it that the current one has.  The board voted no, however, they are having this special meeting tonight.  Rich wasn’t able to be there due to this meeting, so he wrote a letter to submit for the meeting stating the Town of Stanton is NOT in approval of buying an ambulance or anything else that is not currently budgeted for.

 Rich would like to give the current recycling attendant the code to get into the shop for the restroom.  Board okayed this.

 Rich will work on wording for bids for the recycling/solid waste dumpsters to be advertised in April to be back in time to open at the May meeting. 

Rich made the motion to add a 9th bullet on the current agenda to add committee reports, 2nd by B. Anderson.  Approved.


Supervisors Report:  Our attorney got back to Bob Anderson on the animal control ordinance. We will discuss this in new business.

Clerk-Treasurer Report:  Received a letter from Rural Insurance, our policy renews in April.  If we have any questions or concerns they wanted to let us know we can call or stop by any time.  

We need to sign and pass the ordinance for extending the town officer terms in response to election law changes (it would be an added week to cover the “gap” between the end of the current term and the start of the new term). 

Dates for Open Book will be April 22nd from 7-9pm and Board of Review will be May 29th 6-8pm.   We will meet on April 16th to adjourn the annual meeting to Tuesday, April 23rd.  This will be our regular meeting as well as the Annual Meeting.

New Business: Motion was made by B. Anderson to put off the road bids off until May, 2nd by T. Mittlestadt Jr.  Approved.

 Animal Control Ordinance – Terry (our attorney) went through and “finalized” the ordinance.  Bob went through the ordinance and pointed out a few mistakes and made a few comments on the wording.  The Plan Commission will work out the fees.

Animal Wardens-These wardens are licensed by the state and Dunn County has only one person in our jurisdiction to be able to do this.  Bob will do some more research on this and have more info in April.

Motion was made that we adopt the ordinance on the extension of  officer terms to comply with law changes was made by R. Monn, 2nd by T. Mittlestadt Jr.  Approved.

Motion was made to compensate the current Clerk as has been previously done until the board can look at getting her contract done by B. Anderson, 2nd by R. Monn.  Approved.

Motion to adjourn meeting was made by R. Monn, 2nd by T. Mittlestadt.  Approved.

Special Meeting

Meeting with Board Members and Plan Commission, March 4, 2013, 6pm at the Stanton Town Shop.

Present: Chairman Monn, Supervisors Bob Anderson and Tim Mittlestadt Jr., Clerk-Treasurer Val Windsor; Plan Commission members Jack Clark, Cindy Griffin and townspeople Glen and Colleen Lerhke, Dunn County Zone Administrator Cleo Herrick

Special Town Board meeting with the Dunn County Zoning Administrator, Cleo Herrick is here to discuss and answer questions regarding County Zoning.  How town residents can go through the process of getting permits, ect. 

Question was asked of how things work to get a new home building permit:  Cleo stated the first stop on  new construction would be the county as they would need a sanitation permit, then a land use permit, then the township building inspector permit.

Additions would also require residents to go to county first in the zoning office, then the township. 

Existing homes – does not meet requirements (setbacks) this would be treated as non conforming.

Any structure permit will now be redirected to the county; after the county application is complete the resident will then come to the township.

The County Zoning office phone number is 715-231-6521.

If someone wants to open a new business, in their home (or yard) it will typically be a special exception permit at which time the town board and anyone who would have an interest will be notified and the Board of Adjustment will make the final decision at a public hearing.  The Town does not have veto power on special exceptions only on rezones. 

Review of the New County Zoning Ordinance should be available to townships around late summer.

Discussion on dog kennels

The Town Board/Plan Commission needs to go through and compare our town ordinances with the county ordinances so that whatever is similar can be omitted from the town ordinances.

Plan Commission Meeting Minutes

Town of Stanton Plan Commission Minutes: March 12, 2013  


Chairperson Tim Mittlestadt called the meeting to order at 6:03 pm at the Stanton Town Shop in Knapp.  Other members present:  Jim Chich, Jack Clark, Cindy Griffin.  Member(s) not present: Pat Smith.  Also present: Jim Michalski.  Draft minutes from the January 29th meeting were reviewed.   Motion by Mittlestadt/Clark to approve minutes.  Motion carried.


Discussion ensued regarding how to compare existing township ordinances with the County’s zoning ordinance per the Town Board’s request.  Chich expressed concern that all we have to work with was Dunn County’s comprehensive zoning ordinance book, not all the county ordinances.  Clark stated that his understanding was that the zoning ordinance book contains the provisions the township agreed to in adopting county zoning.  The group concurred that each member present would review six township ordinances against  relevant provisions of county zoning.  The township ordinances were divided as follows (based on the numbers in the ordinance summary on the town’s web site:  Clark, ordinances 1-6; Mittlestadt, 7-12; Chich, 13-18; Griffin, 19-24.  Each member will then report on their findings at the next Plan Commission meeting.  Griffin noted that several of the ordinances seem to duplicate provisions in state statutes and questioned whether those ordinances are necessary.


Clark clarified that he will not be running for Town Board, although the State has said that his name cannot be withdrawn from the ballot.   He will be unable to serve in the future due to relocation.


The group then discussed including information on the town web site explaining how to obtain building permits, driveway permits, etc. per Town Board member Anderson’s suggestion.  Mittlestadt suggested that the Town Clerk could add language to the web site informing residents to contact the county zoning office with all questions about building and related matters.


Jim Michalski indicated that the Downing mine has been operating throughout the winter despite stating that they would shut down during the winter months.  He indicated that dust control in the dry winter air is a problem as watering trucks can no longer be used.   Blasting at the pit is also occurring.  He questioned how many acres can be open at one time given that the mine is located in two counties.


Michalski has contacted Alex Blackburn at St. Croix County about concerns at the Downing pit that may be under their jurisdiction.  He is wondering who is enforcing restrictions on the Dunn County side.  Members agreed that since Stanton has adopted county zoning, Dunn County should monitor and enforce operations at the Downing pit in accordance with the county’s nonmetallic mining ordinance.  Mittlestadt will request that the Town Board contact the County zoning office to request monitoring at Downing.


The next Plan Commission meeting is scheduled for Tuesday, March 19th at 6pm at the Town Shop.  Agenda items will include comparison of township ordinances to provisions of Dunn County zoning regulations and report by Mittlestadt on Town Board meeting.  Motion to adjourn at 6:41pm by Mittlestadt/Chich.  Motion carried.
