Board Meeting minutes of February 18, 2013
Present: Chairman Monn, Supervisors Bob Anderson and Tim Mittlestadt Jr., Maintenance Kevin Finder, Clerk-Treasurer Valerie Windsor and townspeople Jack Clark, Steve Nielson
Chairman Monn called the meeting to order at 7:10pm at the Stanton Town Shop, Knapp, WI

Treasurer’s Report: Balance on hand Jan. 31, 2013 $42,859.51
January Receipts $216,815.41
Less January Disbursements $212,937.33

Maintenance Report: Complaint by Charlie Humpal because he was having medical issues and it took the Ambulance 30 minutes to get there. His complaint was that the ambulance couldn’t find his house so the deputy needed to go get the ambulance and bring them. Rich will check into this and the chain of events.
Kevin ordered more salt/sand.
Duval called Kevin and he can no longer get rid of anything with Freon left in it for free. We will check into who else we can get to take these for the next spring roll off.
Kevin is wondering if he is allowed to make the call when a part time person is needed to assist with any emergencies (snowfalls, ect); board consensus is yes, he can make that call.
Chairman Report: Boyceville Ambulance met twice and a timeframe of completion is set for August.
Supervisors Reports: Tim mentioned the Plan Commission on having a joint meeting with the board and Dunn County Zoning. Val will email the block of dates available with the county and let the board members know.
Clerk-Treasurer Report: Last July Val went to court for a mediation hearing for a delinquent tax payer. It was agreed (and filed with the court) that the residents would pay $50.00 on the last day of the month and if they defaulted it would be filed as a judgment against them. They have not paid since the end of November.
Social Security tax increase for the year 2013 is 2%. Went from 4.2% to 6.2%.
Val checked on the cost of being a notary, looks like it will be $46.00 for 4 years. This includes the required state bond as well as the press/tool.
New Business: Animal Control Ordinance – After doing extensive research with State Statutes, Bob worked on the wording of the ordinance and retyped them to accommodate our township. Bob suggested we hire a Humane Officer through the State for our Animal Control Officer as they need to be licensed. The board will look through the ordinance handouts. Bob also suggested we have our lawyer look into the rewritten ordinance and in March we will review and (hopefully) pass the ordinance. After we pass this we could bid out for an Animal Control (Humane) Officer.
Signs for the Snowmobile Club – The Snowmobile Club have no income and therefore cannot pay for the signs/posts. The township is charging them for the posts and the signs are free. This is a charge of about $250.00. Rich will call Jeff (President of the Club) and see if they want to come to our meeting next month and let him know if he wants to discuss it he needs to be here.
Public Comment: Jack Clark is withdrawing from the election this spring.
March meeting will need to include the bids written for chip seal and crack fill.
